What is this career opportunity? This position reports directly to the State’s Chief Labor Negotiator. The individual in this position partners with agency leaders and human resource managers to formulate effective collective bargaining strategies; leads labor negotiations and advocates on behalf of management at all levels; assists with contract administration and grievance processing, and represents state management in labor arbitrations and other administrative matters involving collective bargaining and labor relations; and makes recommendations and facilitates work process improvements in order to improve efficiency and enhance government services.

Required Education and Experience:

  • Bachelor’s degree with coursework in labor relations, human resources, or related field; and five years direct experience in a labor relations position and served as a senior level negotiator with knowledge of applicable state and federal laws and the NLRA.
  • Proven ability to make sound judgments on complex HR and business issues.
  • Demonstrated ability to develop and maintain effective working relationships across all levels of management within a large organization; influence decisions in a diverse work environment through utilization of effective interpersonal and communication skills; and apply leadership and conflict resolution skills.
  • Alternative combinations of education and experience may be considered on a case-by-case basis.
