The California School Employees Association (CSEA) seeks a Legislative Advocate for our Governmental Relations (GR) Office located in Sacramento, CA.

CSEA is a public employee union representing 250,000 classified school employees who work in 750 school districts and community colleges in California. Examples of duties

Advocacy

  • Determine strategy for achieving legislative and policy objectives
  • Build relationships with strategic partners, legislators, office holders and their staff
  • Research, draft, analyze, monitor and testify for or against legislation
  • Engage with key strategic partners on legislative and policy issues
  • Meet and communicate with CSEA officers, members, and staff

Organizing

  • Represent CSEA on issues related to classified employment, education, retirement and labor
  • Advise staff on issues or ballot initiatives affecting members
  • Develop a network of grassroots volunteers for campaigns, office visits and district meetings
  • Strategize with partners on issues of common interest

Campaigning

  • Plan, develop and organize resources for elections, initiatives, legislative and grassroots activities
  • Provide input on endorsements and campaign strategy

Representation

  • Represent CSEA on specific issue workgroups, coalition meetings and other events
  • Analyze and report on key issues, trends, and activities
  • Prepare and present reports, letters and speeches

Ability to

  • Register as a lobbyist with the Secretary of State
  • Manage multiple priorities and projects in an ever-changing fast-paced environment
  • Build relationships with government officials, staff, and strategic partners
  • Effectively communicate, both in writing and verbally
  • Convey complex issues both simply and succinctly
  • Show initiative, creativity and exercise sound judgment
  • Be a motivated team player with a positive attitude
  • Quickly develop an understanding of CSEA culture

Education and experience

  • Four years related or relevant work experience
  • Bachelors’ degree in a related subject
  • Masters or law degree is a plus
  • Strong understanding of California’s legislative process

Other requirements

  • Some overnight travel and occasional weekend, holiday or evening work is required
  • Excellent written and verbal communication skills
  • Have a California driver’s license
